What is ITEOE? ITEOE stands for Information Technology Employer Oriented Education. Which means through the use of Information Technology, pursue Employer Oriented Education. ITEOE is a new Innovative education model because of different methods used to acquire better results. ITEOE is the innovative creation of Dr. Cedric D. Rayford, who specializes in Information Science with a PhD or Doctorate in Information Technology. Dr. Rayford first implemented Employer Oriented Education Model strategy in November, 1989 within his own IT Company. In 2006, Dr. Rayford decided to officially design, develop and implement a new innovative Employer Oriented Education model called Information Technology Employer Oriented Education Model or ITEOE and completely developed an Employer Oriented Education curricula.  Nationwide scientific research was conducted in the Republic of the Philippines targeting their best Universities designated as Center of Excellence and Center of Development by the Commission on Higher Education (CHED) as it pertained to IT and/or Computer Science (CS). A complete copy of national scientific research can be acquired via ProQuest (http://dissexpress.umi.com/dxweb/search.html) or by contacting this office.   ITEOE is an education development training guide and program provided by a recognized institution or independent training Agency whose primary purpose is to prepare, educate and demonstrate thru real world needed activity to their prospective students or clients in various fields of study, how to function primarily as an Employer and secondary as an Employee.  ITEOE has several objectives and methodologies involved, but the key point we should express upfront is 1. ITEOE is primarily proposed as a value-added Curriculum, because ITEOE do not want to completely change your existing curricula for your various degree programs, but should "add value" and complement your existing degree programs to produce the desired results for the challenging times we are confronted with today.  2. ITEOE works with students\clients from their first year until they graduate with the primary objective in mind, they will Setup, Operate, establish clients worldwide and Run their own business before they graduate from school (Result Oriented). 3. ITEOE utilizes a method to identify a student personality profile and another method to identify a student interest, we pollenate these two together to arrive at a service or product the student fundamentally enjoys. It is critical to establish a service or product the student enjoys, because when you enjoy what you are doing, it is not like work at all!. The 4th and last point is, ITEOE Development Training Guide/Program is a step by step already prepared Curriculum waiting to be implemented and customized to fit your institution or organization needs.  Our students and children are the future leaders and should not be going to school with the primary purpose to get a "job", but instead, should be going to school to be producers of jobs, Employers and Entrepreneurs!.  According to Yen (2012) Associated Press, within the U.S. stated "1 in 2 graduates are jobless or underemployed".  C. Gallo (2011) forbes.com, "70 Percent of Your Employees Hate Their Jobs" and Gallup survey show that 71 percent of workers are "not engaged" or "actively disengaged" from their work.   Unemployment is on the rise worldwide, most economies are struggling, education institutions are struggling to keep pace and ITEOE is the solution.  To prepare someone or something is to put in "proper condition or readiness".    In order to put someone or something in proper condition or readiness for ITEOE or Entrepreneurship, it cannot be solely accomplished with Entrepreneur subjects taught in theory.    If your teachers taught you programming in theory only with PowerPoint slides etc... Would you be "prepared or ready" once you graduate to start programming for a company? of course not. ITEOE is the hands on, actual, result oriented component need worldwide today. Part of the National Scientific research conducted in the Republic of the Philippines revealed 82% of students during there educational experience have never participated in a real project of officially setting up and practicing operating a business for themselves and 78.4% would rather be an "Employer" Business owner as opposed to "Employee" worker. Even thou, 74.8% of students associate going to school for the purpose of getting a "Job"; These numbers suggest, students need and want to be prepared for ITEOE or Employer Oriented Education.  So, join us in this worldwide movement of implementing ITEOE and providing support where ever it is needed.

Methods of Implementation

The Implementation of ITEOE Education Model will be customized to your specific organization structure and framework for proper implementation. This process typically begins with an "Letter of Interest and Intent to Implement ITEOE" Education Model to the perspective Government, Educational Institution or Organization Level.  Once a written response is received expressing clear interest and intent on the implementation of  ITEOE education model on a Government, Educational Institution or Organization level, a date will be established to discuss the framework in which we can establish a contract agreement proposal for implementation.   Depending on the level initiated (Government, Educational Institution or Organization Group) ITEOE education model customization may vary.  ITEOE Development Training Guide/Program is broken down in to 4 or 8 Modules spread out over 2 school years/4 semesters,  with the remaining time left until graduation utilized perfecting and growing the students business prior to graduation under the ITEOE Education Model. Implementation time frame can be customized. Funding for the implementation of ITEOE Education Model can solely come from the level (Government, Educational Institution or Organization Group) instigating the implementation of ITEOE or a combination of them all including Non-Profit grant support.

  • According to Habibi N. (2015) University World News Global Edition Issue 376: “Recent trends in the Saudi labour market and reasonable projections about the job creation capacity of the economy in the coming years suggest that the rapid increase in the number of university graduates may result in a continued surplus of graduates and a lack of suitable jobs for many.”. And “When we compare the projected number of university graduates with the projected demand for university graduates in 2015-22 the results show an annual surplus of graduates in every year of this period.” Also: “These surplus graduates will either join the ranks of unemployed workers or will have to accept low-skilled jobs that do not require college degrees.

Saudi Arabia is already experiencing a high unemployment rate among its university graduates and this analysis indicates that conditions might not improve. In 2014, the unemployment rate for Saudi nationals with high school or lesser educational levels was 9.5%, but for those with university degrees it was 15.5%.”

Unemployment is at the root of the country's problems – and the reason why the primary goal of the National Development Plan was creating 11 million new jobs,” said Blecher, who is also chair of the South African Task Team on Entrepreneurship, Education and Job Creation.”
  • According to UNESCO (2012) “GRADUATE EMPLOYABILITY IN ASIA” addressing The Philippines stated: “Yet many graduates find themselves unemployed after earning a degree, despite the high value and expectation placed on education. Thousands of young university or college graduates can be seen lining up in job fairs around the country in search of elusive employment opportunities.
  • According to a study by UNESCAP (2000), youth are the least employable among different age groups. This is validated by quarterly statistics from the Philippine’s National Statistics Office (NSO). In July 2009, youth unemployment accounted for more than half of the total unemployed. Young persons in the 15 to 24 age group numbered 1,542,000 or 52.7 percent, dominating the unemployed workforce (NSO, 2009). This trend has been on the rise.”

Note: Quasi-Experimental research: was a part of the overall scientific research conducted on ITEOE Innovative education model. To be brief and straight to the point. Three people/respondents was randomly selected looking for a job. All three were unknowingly trained on the ITEOE model for approximately a year. After the year of training within the ITEOE model the respondents/people  implemented in full the training within the ITEOE model and all three, non college graduates, setup their IT companies, actually operated and completely run all aspects of the business and established paying clients worldwide under the guidance of Dr. Cedric D. Rayford.
